Combine all ingredients, except for tomatoes, and bring to a boil. Cover, reduce heat, and simmer for 20 minutes. Add diced tomatoes and simmer on low heat for 10 – 15 minutes. Top with crumbled tortilla chips and shredded cheddar cheese. If more heat is desired add a spoonful of hot salsa or hot sauce.
